‘Shopped… Look at the white outline on the seal’s head. Indicative of amateur photo editing. Shame, ’cause it would have been stellar had it been legit.

First time I saw this, and it was a long time ago, I suspected it was doctored. I still think it is; the seal is just a little too “crisp” around the edges, and the shadowing & light sources seem to off compared with the rest of the photo.
